All PC will degrade over time if not properly maintained, so keeping ur PC in optimal performance require regular maintenance.
Below is a list of the actual things I regulary do to maintain my [DELL XPS M1530] weekly, this is only an example, but it is a good starting point for the average PC user.
1. Scan for Malicious Software
Update malware scanners then run a full manual scan on each one.
Example: {ur anti-virus, spyware, adware, rootkits, browser hijackers. Software}.
2. Check for startup programe & services
Use MSconfig to check the startup & services. Identify and disable unnecessary ones.
Action: [Start > Search Box or Run > type "msconfig"]
3. Clean Windows
Run the Disk Cleanup utility to clean out of remaining unnecessary files.
Action: [Start > All Programs > Accessories > System Tools > Disk Cleanup]
4. Defragment
it help find the file fragments and put them back together in the same location on the disk, to prevent degradation of ur hard drive performance.
Action: [Start > All Program > Accessories > system tools > Disk Defragmenter]
Actually there is 3 more step for advance user, as these step might crash ur registry or operating system if not done in proper order in a series of steps, but it help alot in improving ur PC performance, i won't post it as i don't wan't any 1 to curse me ;p if something goes wrong, for user who wanted to try these step can ask me directly.
Please note that unfortunately there are no automated maintenance programs/software which can do proper PC maintenance for u, Though many tools claim they can do this, there are several important steps which require active decision making and irregular frequency of application.
